Eastside "Charlie" units wanted to identify two people in a parking lot and were told to "make up a reason" that someone had called them in as suspicious.

"B" is the tactical channel on the radio system and is often used to avoid tying up dispatch ("C") - and for doing things they don't want others to hear...
