According to the World Health Organisation (WHO), there is no health without mental health. WHO advocates for a whole-of-government and whole-of-society response anchored in a shared vision for the future of mental health. Mental health promotion involves actions to strengthen the policy environment and the use of strategic communication for network building, stakeholder engagement, enhanced mental health literacy, and behaviour change.

Since its inception in 2006, Silver Ribbon (Singapore) (SRS) has emphasised collaborative effort in mental health advocacy and promotion, and working closely with policymakers, government agencies, social services agencies, grassroots organisations, hospitals, religious groups, school institutions, media, local & overseas mental health organisations, persons with mental health issues and caregivers to combat mental health stigma and encourage early help-seeking.

In 2018, Silver Ribbon (Singapore) hosted the Global Summit for Mental Health Advocates with the support of Mdm Halimah Yacob, President of the Republic of Singapore, to launch the Global Alliance for Mental Health Advocates (GAMHA), a global mental health project involving mental health professionals and practitioners from 19 countries to share their knowledge and best practices.
