He was a planned Character before eventually being moved to ILLEGAL INSTRUCTION.
Chaotix is the leftover Remnants of broken Data and Code that was left for Tails in Knuckles Chaotix.
He is a sentient Character that only wishes to become whole again, and by any Means wants to find that Data to restore himself to his fuller Glory.
