Who or what is to blame when the CooperS has no power and it only drives like a Cooper with 115 naturally aspirated hp !??

The fault is very often the defective bypass valve and not one or the other sensor or the throttle valve. So before we go and start replacing expensive components, I'll show you how you can test yourself without much effort whether the bypass valve is still doing its job or needs to be replaced.

In addition, I'll show you what alternatives there are in the area of the bypass valve and why you should switch to the BPBV1 or BPBV2.
