To make this household cleaning agent without incuring any COST the materials you would need are
-Water
-Kitchen salt(NaCl)
-An electric output

NOTE: During the electrolysis, chlorine gas would be released so exercise caution. Ensure that the experiment is done in a well ventilated place and also handle the electric equipment with care and ensure that the bleach doesn't come in contact with your skin

At the end of the electrolysis, you should end up with a pale yellow solution of bleach which you would need to store in an appropriate container or a dark bottle to prevent decomposition of the bleach
