Here is my Bioshock Plastmid Tier list for Survival difficulty.

Overall a lot of the plasmids are quite good, some aren't as good.

I tend to use plasmids for CC and use weapons for damage, you can just straight up crossbow everything to beat the game somewhat easily.

Aside from Crossbow, plasmids mostly combo well with wrench builds.
