Votera goes to jail for 5 counts of kidnapping, 3 counts of resisting arrest, 12 counts of fraud, a parking ticket, and 2 counts of murder.
CORRECTION: That was not a softlock. Watching another playthrough, I realize there was a door I wasn't aware of that I was supposed to open, and this would have helped me progress normally. Instead I skipped half the level.
