For decades I have planted my Garlic with about a 9" spacing, 3 rows per bed.
The rows are staggered to give them a little more room.
Last year I tried 4 rows of 6" and while I did harvest more heads, they were generally smaller.
Allot has to do with how much fertilizer you add and since I just use wood chips and compost, I like to just space them further apart.
Another consideration is watering. I do not water my garden so in a drought like we had this past season... it really helped to keep them at the 9" spacing.
