It is more than 30 years since the Decentralization policy was introduced in Uganda in 1993.
The main objective was to empower people, democratize state power and facilitate modernization of communities.
The extent to which the policy has lived to its billing is what we are delving into as we interrogate whether Uganda still needs a new district.
