Synopsis:
An orphan named Surya (Rajnikanth) raised in a slum befriends a good crime boss named Devaraj (Mammooty) and works for him. Surya's appraisal to Devaraj leads the people in the locality to pay utmost respect to both. Both of them continue objecting societal incongruencies which other dons, like Kalivardhan(Amrish Puri), incite through moles in governance. Their existence is threatened when a new honest district collector Arjun (Arwind Swamy) arrives. Arjun turns to target Devaraj and Surya as they inflict violence, in the name of fighting organised crime. Meanwhile, Surya comes to know that Arjun is his brother. What will he do now? Who will he support forms the crux of the story ?
