The original version of the 8 Ball (from the demo season last year) made Tarot cards, but it was too powerful. To nerf the Ball (and buff Superposition), 8 Ball was changed before Launch to make Planet Cards (while Superposition was buffed to make only Tarot Cards).

I was the one who came up with this change. I'm the reason 8 Ball sucks now (pre-101). In this video, we try out the updated 8 Ball and see how long we can go into Endless mode.
