In 1969, just before Ho Chi Minh's death, a Soviet expert secretly came to Hanoi to advise Vietnamese experts on embalming technology. In March of the following year, a group of Vietnamese experts came to Moscow to consult and report on the situation of holding this technology. At this time, this is a sensitive topic in Party leaders because according to Ho Chi Minh will wish to be cremated. However, Le Duan once suggested that Ho Chi Minh should preserve the corpse for a long time so that the people of the South and the whole country could visit and hear Ho Chi Minh say nothing. [4] At the time of his death, the Politburo did not make a final decision on this. [5]
According to local press, during the memorial service, there was a delegation of the Soviet Communist Party led by the President of the Council of Ministers of the Soviet Union. More than 1 am, after the Politburo meeting, General Secretary Le Duan went to the Government guesthouse and told the Chairman of the Soviet Council of Ministers [6]:
Le Duan offered the Soviet expert a fold to preserve the corpse.

Design the mausoleum

After the funeral of President Ho Chi Minh, "Planning Department A", including Mr. Nguyen Luong Bang, Tran Quoc Hoan and Phung The Tai, began to study the planning of construction of Ho Chi Minh Mausoleum. In January 1970, the Soviet Government sent a delegation of officials to Vietnam to discuss design and announcements that would provide technical assistance in the design, construction and equipping of Mausoleum. Soviet experts prepared 5 plans on the overall cluster layout of Lang. After a short time, the Central Politburo of the Communist Party of Vietnam adopted the "draft task of designing Ho Chi Minh Mausoleum" by Soviet and Vietnamese experts.
News about the construction of Ho Chi Minh Mausoleum was spread among the people, many Vietnamese in both the South, the North and overseas Vietnamese sent letters to comment. According to the aspirations of the people, the Politburo decided to reverse the approval of the approved preliminary design. A creation of Lang's designs is organized, the samples are displayed and consulted by the people. During the period from May 1970 to August 1970, 200 design options were sent, of which 24 were selected and displayed in Hanoi, Hai Phong, Thai Nguyen, Son La and Nghe An. 745,487 people visited and 34,022 people participated in the comments.
At the end of the exhibition and collecting opinions, the "preliminary design" summed up the opinions of the people brought to the Soviet Union. After 3 weeks of work, Vietnam's preliminary design plan was accepted by the Soviet Union.
The mausoleum is designed to be highly durable, resistant to bombs and earthquakes of 7 richter magnitude. In addition, there is a special protection project against flooding when the dyke breaks down in Hanoi. The coffin glass must withstand a great mechanical impulse. The mausoleum is also designed with a "special chamber" to keep the corpse in place in the event of a war.
The design ended 2 years.
The mausoleum is built on the old foundation of the ceremony hall between Ba Dinh Square, where Ho Chi Minh presided over major meetings and read the Declaration of Independence that gave birth to the Democratic Republic of Vietnam. The tomb was officially started construction on September 2, 1973.
