Here's HARRELSON's report narrative.
On listed date and time I arrived to Dade City Liquor store in ref to a unwanted guest.
I had been advised by dispatch the unwanted guest left the scene prior to my arrival.
On scene I met with the clerk who told me the unwanted guest was still there sitting in a car in front of the
store and she pointed him out to me. I walked over to the car where Jesse was seated in the drivers seat actively drinking a beer. I asked what was going on and he soon became argumentative and uncooperative. I then instructed him not to leave as I was investigating the incident. Allen again argued that I could not make him stay and that he was going to leave. Allen then exited the car and began walking away while cursing and screaming I had no right to make him stay there. I requested a back up to stand by with Allen while I made contact with the complainant on this call. When back up arrived, I again told Allen to stand by with the officer while I spoke to the complainant. Again Allen told me he was not
going to stay and that he was leaving as he continued to walk away. I believed he was going to flee and at that time I grabbed him to detain him at which point he began pulling away from me as I instructed him several times to stop. Allen forced me to physically take him to the ground to secure him in handcuff. In his attempts to defeat my efforts to secure him, Allen sustained minor abrasions to his forehead area. Allen was then arrested.
