GERMANY: Over 5 million! Increasing number of citizens’ allowance recipients fuels budget debate

The number of employable recipients of citizen's allowance continues to rise. Currently, 4,021,000 people receive citizen's allowance, almost 200,000 more than at the beginning of 2023 and 82,000 more than in May of the previous year. If you add the non-employable recipients, the total is almost 5.5 million people.
The "job boost" for Ukrainian refugees announced by SPD Social Minister Hubertus Heil has had little success, as only 25% of this group work, while the majority receive citizen's allowance. Despite ongoing criticism, particularly from CSU regional group leader Alexander Dobrindt, Heil is not yet prepared to make any changes to citizen's allowance. However, there are signs of planned cuts in next year's budget. A leaked document shows savings of 2.6 billion euros in citizen's allowance and job centers. This mainly affects further training and professional development, as well as the administrative budgets of the job centers.
Hubertus Heil is thus setting a sign of willingness to compromise. At 175 billion euros, his budget is the largest in the 2024 federal budget, so the savings seem relatively small. Nevertheless, this could be a first step towards further savings in other ministries. Whether this will actually be implemented remains to be seen.
