In the video the file system starts at /U3DS/Servers/server/, so that's where you wanna go if you are doing this through selfhosting or if you have access to the entire U3DS installation. After configuration (if you edit config file): Restart server, or type /rocket reload Kits
After permission configuration: /p reload or restart server

If you want to automatically give items to players on first join and on respawn, you can enter the following command in Commands.dat:
loadout 255/itemid1/id2/id3

In this video I set up a plugin called Kits. Kits is an Unturned kit plugin. This plugin should be pretty straightforward and easy, it should work "out of the box" (right after adding it and restarting server.)
RocketMod, nowadays called Legally Distinct Missile, is a modification for Unturned servers to execute plugin files.
