With dirt tracks everywhere in Spain you might think you can ride wherever you want, whenever you want. You are wrong.

The law states:

We welcome you to the Citizen Attention Service on Environmental Information of the Ministry of Agriculture, Livestock, Fisheries and Sustainable Development.

In relation to your query, we indicate that the Ministry has not published a map indicating the unpaved roads that motor vehicles can drive on.

Access with motor vehicles on forest land is regulated in the Order of May 21, 2009, which establishes limitations on uses and activities on forest land and areas of forest influence:

"Article 5. Circulation of motor vehicles.

1. It is prohibited from June 1 to October 15 of each year to circulate with motor vehicles off-road, through dry or flooded riverbeds, livestock routes, forestry routes for wood extraction and forestry tracks located outside the network of roads.

2. The following are excepted from said prohibition:
?a) Existing

b) Access to agroforestry, industrial, business or tourist facilities.
c) Access to terrestrial communications infrastructure, water transport, electricity or gas.
d) The necessary agroforestry management and authorized ecotourism services.
e) Circulation for tasks of surveillance and extinction of forest fires, environmental surveillance or emergency services.
f) The circulation necessary for the celebration of authorized traditional pilgrimages".

Outside of that time and the indicated places, circulation with motor vehicles is allowed, unless otherwise indicated, due to specific causes.

It should be noted that unpaved roads outside forest lands or lands under forest influence, such as agricultural or rural roads, will not be governed as specified above.
