Read Protocol II of the UN CCW of 1980. The Protocol II was added in 1996. Read Article 7. Page 35 of the PDF:

"It is prohibited to use booby-traps or other devices in the form of apparently harmless portable objects which are specifically designed and constructed contain explosive material."
