I was driving north on Garth Street making a left turn onto Rymal Road, a vehicle was driving south on Garth Street. They wen't driving too fast, so it's obvious they were distracted (likely on their phone). They disregarded the amber signal and entered the intersection a few seconds after the red signal has been illuminated. Upon realizing where they were, they dodged my vehicle from the wrong side (they passed me from the left, when they were supposed to pass from the right)
