NEW YORK, March 19, 2019 — In an age of anxiety about regional security in Asia, two new ideas have gained traction: the "Free and Open Indo-Pacific" and the Quadrilateral Security Dialogues (the "quad"). Both ideas would involve India, Japan, Australia, and the United States.
