Another Best Setting Example for 7950x3D + RTX 4090
(Nvidia Studio Driver 555.85)

Best Settings for frame to frame latency, no stutter:
   • NO STUTTER SETTING for 7950x3D + RTX ...  

First 8 cores [3D Cache] set to Game (0-15 cores in Affinity of Process Lasso) Hyperthreading for those cores is turned off for the game, in Process Lasso. Using Process Lasso disable non-3D cores for the game (16-31)

Allocate Rockstar Game Launcher and the rest of Rockstar apps to First 8 Cores (3D Cache) (0-15 cores in Affinity of Process Lasso) , turn off hyperthreading for these tasks with Process Lasso (Cores 1, 3, 5, 7, 9, 11, 13, 15). Using Process Lasso disable non-3D cores for the Rockstar Apps (16-31)

Make sure CACHE Preferred is selected in BIOS
Make sure you are running NVIDIA Studio Driver 555.85 (Not Game Ready)
Xbox Game Bar is uninstalled.
Audiodg.exe is running on non-3D CCD1

Curve Optimizer: -15 3D Cache cores, -25 Non-3D cores
