Yes, that's Holdsworth singing. This is one of the strongest pieces on the album. 1969 is considered by many to be the birth year of progressive Rock music. Igginbottom seems to be taking a page from the Soft Machine playbook, albeit with 2 Guitars instead of Sax and Keys. The album is quite mellow sounding but definitely on the cutting edge for 1969.
