Trooper's Report:

On Friday, August 2, 2024, at approximately 10:43 am, I, Trooper First Class Walker Morphis, was patrolling US Highway 167
near Exit 19, when I observed a silver Cadillac passenger car bearing Texas registration SZG6444 traveling north on US
Highway 167. A registration check through ACIC revealed that the registration on the vehicle had expired. I attempted to
conduct a traffic stop on the vehicle for that violation.

Upon activating my emergency equipment, the operator of the vehicle, who was later identified as Cortez Johnson,
immediately turned left onto Calion Highway (US-167B) and continued operating his vehicle at speeds between 55-60mph. Mr.
Johnson then turned right onto Northwest Avenue (AR-7 Spur) and accelerated his vehicle to speeds between 75-80 mph. I
attempted to perform a TVI but was unsuccessful due to Mr. Johnson abruptly applying his brakes.

Thereafter, I observed a
bag come out of the passenger side window of Mr. Johnson’s vehicle. Mr. Johnson then rapidly accelerated again and
continued traveling in a northern direction.

Due to my unfamiliarity with the area, and Mr. Johnson tossing what I believed to be illegal narcotics out of the vehicle, I
decided to attempt to perform a second TVI, which was successful. The TVI caused Mr. Johnson to lose control of his vehicle,
which went into a tailspin before rotating 360 degrees counterclockwise and coming to final rest facing northeast along Northwest Avenue. Mr. Johnson, and his passenger, who was identified as Tameka Clark, were taken into custody
without further incident.

Lieutenant Alex Krneta responded to the immediate area where the bag was tossed out of the car and located approximately 1
pound of suspected marijuana. The 13th Judicial District Drug Task Force responded to the scene and all evidence was
transferred to them for further investigation. A case file will be submitted to the 13th Judicial District PA's Office for a formal
charging determination.
