While I don't think Puff nor Biggie directly set-up Tupac, it is undeniable that Bad Boy wasn't as innocent as they portrayed. Puffy himself threw shots and 2Pac & Death Row on the "Stop Yappin" interludes on Bad Boy Mixtape Vol. 4 that dropped in the summer of 1996 before 2Pac was killed.
